Has anyone heard about the same notice "PTA withdraws the notification of ICH" on any other authentic media outlet (TV channel, News website) because the only sources I am able to track are either hearsay or a couple of personal blogs and from propakistani website!

I work in telecom sector.

As per my conversation with people relevant to LDI, the said letter issued by PTA and available at http://propakistani.pk/2012/12/04/pta-withdraws-its-directives-for-formation-of-ich/ is just an compliance of court order to suspend ICH till decision of LHC is announced.

According to them, Govt and PTA has no intention to withdraw ICH because it is very beneficial for Pakistan in current situation of external account pressures.

The said letter is to protect PTA from contempt of court, because currently ICH is still working while court had ordered to suspend it till the decision is announced.

I am not directly related to LDI sector, so above statements shall not be taken as the basis for taking any investment decision.

And it is advised to wait till picture gets clear. Till then it is recommended to stay away from LDI stocks.

Dears, its not LHC decision rather PTA had done compliance to prove that PTA had put ICH on hold ---- its an evidence that would be presented on 13th Dec in LHC --- Good Luck

Authority), the policy directive issued on 25th September 2012 (which was in
regard to the formation of the ICH) has been withdrawn. As per our understanding
this notification should really have been issued earlier when the court suspended
the ICH in October 2012. Based on our discussion with industry players, the LDI
margin still stands at US$5.9 cents per minute (i.e. the same revised rate after the
ICH was implemented).  Also, as per our understanding PTA is still fighting the case
with the court hearing scheduled for today.

Growing telecom achieving milestones – Topline

Latest telecom indicators released by Pakistan Telecommunication Authority (PTA) revealed that teledensity in Pakistan stood at 72% in September 2012. We attribute the trend towards rising need of communication in addition to constant growing middle class income level. The planned 3G auction is a further trigger to upscale teledensity in the country to the global average but we flag low probability of this at least in the short-run.

Mobile subscribers crosses 120 million

Competing in a 5 mobile operator environment, mobile subscribers cross 120mn mark in Sep’12, up 9.2% YoY and 0.6% MoM. Mobilink continues to be the market leader with stable 30% market share. Overall its subscribers based increase to 36mn, up 8% from September last year. It is followed by Telenor and Ufone with 25% (up 30bps) and 20% (up 100bps) market share, while their subscriber stood at 30mn (up 10%) and 24mn (up 15%), respectively.

However, the major gainer was China Mobile (Zong) that expanded its market share to 15% in Sep’12 as against 11% in last September. Its subscriber based jumped by 41% to 18mn users in Sep’12 as against 13mn users in Sep’11. It stood out to be the chief beneficiary of the losing customer base from Warid. Warid’s market share dipped from 15% in Sep’11 to 11% in Sep’12, while is the only cellular company which has lost its subscriber base in the given period. Its customer base has declined by 23% to 12.6mn.

Going forward, the recent gov’t policies to curb illegal and unregistered SIMs can dilute the growth momentum, we believe.

Broadband getting momentum

In broadband, EvDO is leading the way by attracting 268k new users and reached 638k customer base as of Aug’12, showing a growth of 72% YoY and 5% MoM. Although with lesser rate, DSL (Digital subscriber line) services have spread to 896k users with the growth of 24% YoY and 0.9% MoM. Overall broadband users have reached 2.2mn in Aug’12, up 37% as compared to 1.6mn in Aug’11 and up 1.9% as compared to 2.1mn in July’12.


PTCL & update on ICH

These growth numbers as depicted by indicators bodes well for PTCL. We see positive profit variance in PTCL bottom-line in the absence of any major VSS expense and incremental impact of ICH development. Yesterday, there were news flows in the market that PTA has issued a notice with subject line “Suspension of Interconnection Circuits” dated December 03, 2012. The development has formally allowed LDIs to operate their international circuits for incoming calls. To recall, Brain Telecommunication has objected in Lahore High Court that the specific instructions in the above mentioned notification bar other operators (Except PTCL) to cater incoming international calls. We see no major change after the withdrawal of this notification.
