Champagne glasses have been brought out and backs are being profusely patted. But for all our jubilation, there still exists very little clarity about the actual implications of this development, the tariff lines which will see reduction and the textile products which will bear the windfall as a result.

To understand the implications, one needs to know the recent changes that were made to the GSP rulebook. On October 30, 2012, the European Union announced a new regulation 978/2012; under which the previously employed "sector graduation" clause was removed from the GSP rule-book. In its place was introduced Article 29, which establishes a threshold whereby preferences will be withdrawn when imports of any eligible product exceed 6 percent of the EUs imports of that item in a calendar year.

In the context of textile exports, an introduction of the 6 percent threshold holds great implications for manufacturers because very few of the Pakistani exporters (apart from the sectors big fish) have a truly diversified product portfolio. The applicable quantity threshold also means that a big chunk of Pakistans textile and clothing exports will still remain subject to MFN import duties.

The exact affected proportion remains unclear at the moment since the EU Commission has not yet published any updated method for the application of the threshold. There is also a lack of clarity whether the threshold will be applied on HS level or on specific product categories.

In the accompanying tables, we have attempted to analyse the qualified sectors for EU GSP Plus scheme in a bid to identify textiles that have improved export potential. The qualified products are selected from the top-performing textiles, which include Chapters 52, 54, 55, 57, 60-63, and have been highlighted on the assumption that, even where the 6 percent threshold has been crossed at HS 2 digit sector level, products at sub-sector levels can qualify for GSP Plus duty-free access if their exports are less than 6 percent of EU imports of that item for a particular year.

Alternately, a sector at HS 2 digit level may have import penetration below the 6 percent threshold; but, it consists of sub-headings that may have crossed the 6 percent threshold and, therefore, will not qualify for preferences.

Consequently, we can see that two chapters, HS 63 of textile made-up products and HS 52 (cotton yarn and fabrics) currently cross the 6 percent threshold. Within these sectors, however, we identify products that still have export volumes below the 6 percent threshold.

At present the greatest scope for growth lies within exports from Chapters 61, 62 and 63. Pakistani dispatches to EU from within these three categories currently make up a very small share of the total imports. Market sources tell us that Pakistani mills are already supplying to some of the biggest brands in the world, and the tariff reductions will take up their market penetration in a big way.

One should also note that Chapter 63 exports, which incidentally make up the biggest chunk of the countrys textile dispatches to the EU, in particular represent a great upside for manufacturers of bed linen and home textiles. Conversely, items including blankets, rugs and tarpaulins will still be subject to a tariff line-albeit preferential-until 2017.

From this preliminary analysis we can see that manufacturers to the likes of NML, Crestex and Masood textile mills will remain the key beneficiaries of this development. Additionally, smaller players such as Artistic Denim, Gul Ahmed and Gadoon will also witness a positive impact. However, in comparison, spinning-oriented textile players such as Nishat Chunian will be largely unaffected.
