Good rate to buy @current 31.5
Spwl runs on gas and on oil.
This season Sngpl has enough gas and there is no shortage in punjab.
It's result are to be good Insha.Allah with good dividend.
It is far better than Epql @ current levels

Headed by Prime Minister Shahid Khaqan Abbasi, the Economic Coordination Committee (ECC) of the cabinet authorised the Central Power Purchasing Agency (CPPA) to sign an interim agreement regarding revised payment terms for generation on RLNG by four Independent Power Producers (IPPs), according to the Prime Minister’s Office.

These power plants are Saif Power Ltd 225MW, Orient Power Ltd 225MW, Sapphire Electric Company Ltd 235MW, and Halmore Power Generation Company Ltd 225MW. These IPPs have dual fuel plants, which can be operated on natural gas as primary fuel and High Speed Diesel (HSD) as secondary/alternative fuel, according to the official handout.

Orastar is holding 23 percent a capital investment who has 23% holding in Saif power around 9 crore shares so I think selling is not that much.

Private Power Infrastructure Board (PPIB) on Wednesday approved supply of re-gasified liquefied natural gas (RLNG) to four independent power producers.

The board’s meeting, headed by Minister for Power Awais Leghari, authorised PPIB to acknowledge an interim agreement approved by the Economic Coordination Committee of the cabinet for supply of RLNG to four indigenous gas-based IPPs namely Halmore, Saif, Orient and Sapphire.

The Cement Project location is Saidulwali Village, Paharpur, Dera Ismail Khan,
KPK. Project is based on 6,500/7,000 Tons Per Day capacity. Mine Lease has
already been obtained for Limestone and Shale Clay. The biggest advantage
of the lease is that all the required Raw materials are available in the same
mine/ area. Currently Geological, Topographic surveys and core drilling of
Mine Areas and Plant Areas is happening to evaluate the quality and reserves
contents of the raw

expecting a greenfield projection to be completed by  new comers to be completed within 2 years is very optimistic at best
You can easily add a year, if not more to the COD date  .. and that will imply 4 years from now

keep in the mind sapphire group has also acquired a lease in nearby area and their comments were " probably 3-4 years, if ever"

In a lower margin, lower ROE environment, investment in cement sector is no longer as attractive as it was 12 months ago, when the mining leases were auctioned

a decade ago the sindh government sold mining leases to 9 companies ... not one of them managed to set up a plant as margins in the business tanked

It is a gas fire power plant and considering the future of Coal and Gas it should be OK. But 20% Div yield is very difficult considering the circular debt. All power plants are cash strapped.

low because sponsor is offloading to invest in their real estate & cement projects
on avg spwl will pay out a total of 3.25-3.5 rupees per share per year
